New standards force HVAC incentive changes


As of March 1, 2008, the Wisconsin Commercial Building Energy Conservation Code (COMM 63) significantly increased the efficiency standards for rooftop and unitary HVAC equipment (see Table 1). These changes have affected the incentive amounts that Focus on Energy is able to offer its customers for energy efficient rooftop and unitary HVAC equipment.

The state of Wisconsin Department of Commerce adopted Wisconsin Commercial Building Code (COMM 60-66) after several years of development by the Safety and Buildings Division and extended consideration by the public and elected officials. This update to the building code adopts the 2006 editions of the International Building Code, International Energy Conservation Code, International Mechanical Code, International Fuel Gas Code, and—for the first time—the International Existing Building Code.

Because Focus offers incentives to encourage upgrades to energy efficient equipment, this increase to the building code efficiency standards required Focus to likewise increase its own minimum efficiency standards and adjust its incentive levels accordingly. The new minimum efficiencies and Focus incentives are summarized in Table 2.
