Gap Analysis
The Gap Analysis is the second of two reports produced by the Environmental Research Program. It looks at the existing body of research about the impacts of electrical production in Wisconsin and identifies the areas of study where work has yet to be done. The purpose of this study is to assist the Environmental Research Forum in choosing projects that address high priority concerns.
Main Objectives of the Gap Analysis:
- To determine what research needs exist relative to the physical environmental impacts from electricity generation and transmission
- To seek information about gaps in existing research from acknowledged experts in the field
- To focus the inquiry within the context of Wisconsin's environmental concerns

This report is designed to provide the Wisconsin Department of Administration with a tool that will support estimation of various environmental benefits associated with Focus on Energy pilot programs. It will also provide appropriate Emissions Factors for NOx, SO2, and CO2 based on plant-specific data for power plants that supply Wisconsin. This evaluation gauges the program's progress toward market transformation, assesses implementation issues to identify how the program can operate better in the future, and provides an independent assessment of the program's energy savings.
